Please help with 9 month old sleeping?

My little boy will be 9 months old Friday. Until now he would only take naps for 20 minutes at the time and it's getting a little bit better now but at night time as soon as I lay him down he wakes up. He wont sleep in his own bed and wakes up at least one or two times an hour some hours. Most of the time it's even more than that. (several times an hour) and needs me to nurse him back to sleep. He still wakes up a lot even when he's in the bed with me. He uses me as a pacifier. I have offered him water in a bottle and a pacifier and he refuses both. I tried giving him formula before bed to hold him longer but he wouldn't take enough and so it didn't help. He will only take 2 or 3 ounces. How much formula should a 9 month old be taking in one bottle? I have tried the cry-it-out method along with everything else I have found to try and nothing works. I'm completely exhausted please help. Thanks!
