I want a kiss what should I do?

I am 15 and have never had a kiss. Now I am with someone I really like. Me and my boyfriend have been dating for a month and 17 days. We have dated probably about 9 times before this time. Everyone is telling him we should kiss and when we went to sadie Hawkins we got "married" for a dollar and he didn't kiss me then either. I want him to but he just won't. I don't know if he is scared or just doesn't want to. Please help what should i do?
