Need help finding the name of this movie?

i saw this movie a while ago on the CW. it was about a boy who had a bad life but then gets a chance to go to a big fancy school. he also meets a girl. all i remember is that at the begining he was talking to his friends on a water tower. i also remember befor he left it rained and one of his parents told him to get his hair cut or something like that.
